De los lineamientos al paradigma de la ciencia abierta: continuidades y brechas en la política de acceso abierto de la UNAM

This article systematically analyzes the convergences, normative innovations, and gaps between the General Guidelines for Open Access Policy of the National Autonomous University of Mexico (UNAM, 2015) and the UNESCO Recommendation on Open Science (2021). Through a comparative documentary analysis organized in four thematic blocks—publications, research data, digital infrastructure, and evaluation systems—points of alignment are identified, along with provisions that represent innovations absent from university regulations and omissions that prevent full adoption of the open science paradigm in the institutional context. The results show that, although the UNAM Guidelines constituted a pioneering instrument in the Latin American context (Morales López, 2021), they present significant structural limitations compared to the broader conceptual architecture proposed by UNESCO. Recommendations for institutional regulatory updates are provided.
